Is oral ulceration without other symptoms an early sign of HIV/AIDS?

A distant relative of mine has a friend who is an HIV-positive patient. This friend is experiencing mouth pain, halitosis (bad breath), and oral ulcers, but no other symptoms. Are these indicative of early-stage HIV infection?
Oral ulcers may sometimes be an early symptom of HIV infection. Indeed, oral ulcers can occur during the early stage of HIV infection. A common cause is oral infection with herpes simplex virus (HSV); in individuals with HIV, HSV infection frequently leads to oral ulcers. These ulcers tend to persist for prolonged periods, resulting in chronic infection. Thus, oral ulcers are considered one of the clinical manifestations of HIV infection.
