White pimples resembling milia on the upper lip

I have a friend who is 22 years old and has developed small white bumps on her lips—resembling either milia or acne. What could these white, milia-like bumps on the upper lip be?
White, milia-like bumps on the upper lip are typically sebaceous glands. Sebaceous glands are glandular structures attached to the skin and open into hair follicles, through which they secrete sebum to moisturize the skin. However, when located on mucosal surfaces—where hair follicles (and thus their openings) are generally absent—sebum cannot be discharged normally, leading to the accumulation of visible white granules. These are most commonly found on the buccal mucosa (inner cheeks) and appear as pinpoint-sized white particles. They are usually asymptomatic and require no treatment.
