What causes small, blister-like bumps under the palms?

My friend has recently been experiencing frequent itching on the palms of their hands. Now, blisters have appeared on the palms, and small, blister-like lesions have developed beneath the skin of the palms—what could be causing this?
Blisters developing under the palms may be caused by eczema, tinea manuum (hand fungus), dyshidrotic eczema, or allergic urticaria. Prolonged exposure to irritating substances may trigger eczema; poor hand hygiene may lead to fungal infection and subsequent tinea manuum; and excessive or impaired sweating may result in dyshidrotic eczema—any of which can cause blisters on the palms.
