What is the difference between hemophilia carriers and patients?

My relative has always been in good health, but was suddenly diagnosed with hemophilia. I'd like to ask, what's the difference between hemophilia carriers and patients?
Hemophilia carriers have X-linked recessive inheritance, meaning they carry the hemophilia gene on one of their X chromosomes, but these individuals typically do not develop the disease. The clotting factor levels in hemophilia carriers are generally around 40% to 60%. However, in some carriers, clotting factor levels may fall within the hemophilia range, mostly classified as mild. Due to extreme lyonization (X-chromosome inactivation), a small number of carriers may have clotting factor levels in the moderate or severe range.
